Criminal justice clients are those who are in any sort of drug and alcohol rehabilitation program because of a drug or alcohol related crime. This will occur for example if someone else is convicted of drunk driving or DWI, and for any other type of drug related criminal offense which has led the judge to think that the individual has any kind of drug abuse issue.
