Criminal justice clients are people who are in any kind of drug rehabilitation facility on account of a drug or alcohol related crime. This will occur for instance if a person is convicted of driving under the influence or DWI, and for any other kind of drug related crime that has led the court to believe the individual has any kind of drug abuse issue.
