Criminal justice clients are those who are in any kind of drug and alcohol rehabilitation facility on account of a drug or alcohol related criminal offense. This will happen for example if a person is found guilty of driving under the influence or DWI, and for any other type of drug related criminal offense that has led the court to believe the individual has any sort of substance abuse issue.
