Criminal justice clients are those who are in any kind of drug rehabilitation program due to a drug or alcohol related offense. This will happen for example if someone is found guilty of driving under the influence or DWI, or any other kind of drug related criminal offense that has led a legal court to believe the individual has any type of substance abuse issue.
