Criminal justice clients are those who are in any type of drug rehabilitation center as a result of a drug or alcohol related criminal offense. First time offenders are the most likely criminal justice clients because it has been verified that criminal justice clients that take part in treatment in place of other consequences have significantly lower recidivism rates than those people who are ordered to time in jail or similar consequences. In the long run, it saves a legal court system both money and time when criminal justice clients receive powerful treatment.
