Criminal justice clients are people who are in any sort of drug rehab center because of a drug or alcohol related offense. This can occur for instance when someone is convicted of drunk driving or DWI, or for any other type of drug related criminal offense which has led a legal court to believe the individual has any kind of drug abuse issue.
