Criminal justice clients are those who are in any sort of drug and alcohol treatment facility due to alcohol or drug related criminal offense. This will happen for instance when someone is found guilty of drunk driving or DWI, or for any other kind of drug related crime that has led the judge to think that the individual has any sort of substance abuse issue.
