Criminal justice clients are those who are in any type of drug and alcohol treatment program on account of a drug or alcohol related criminal offense. This will occur for instance when someone is convicted of driving under the influence or DWI, or for any other type of drug related crime which has led the judge to think the individual has any sort of drug abuse issue.
