Criminal justice clients are those who are in any kind of alcohol and drug rehab facility due to alcohol or drug related offense. This can occur for instance if someone is convicted of drunk driving or DWI, or any other type of drug related crime that has led a legal court to believe that the individual has any kind of drug abuse issue.
