Criminal justice clients are people who are in any sort of drug treatment facility as a result of alcohol or drug related criminal offense. New offenders would be the most likely criminal justice clients because it has been determined that criminal justice clients who do take part in rehabilitation instead of other penalties have much lower recidivism rates than people who find themselves ordered to prison time or receive other penalties. Eventually, it saves a legal court system both time and expense when criminal justice clients receive effective rehabilitation.
