Criminal justice clients are those who are in any type of drug rehabilitation center due to a drug or alcohol related offense. New offenders are the most probable criminal justice clients because it has been verified that criminal justice clients that experience rehab in lieu of other penalties have significantly lower recidivism rates than those people who are ordered to incarceration or receive other penalties. Ultimately, it saves the court system both time and money when criminal justice clients receive powerful rehabilitation.
