Criminal justice clients are those who are in any type of alcohol and drug rehabilitation program as a result of a drug or alcohol related offense. This will happen for instance if someone is convicted of drunk driving or DWI, or for any other type of drug related offense which has led the court to think the individual has any kind of substance abuse issue.
