Criminal justice clients are those who are in any sort of drug and alcohol rehabilitation program as a result of alcohol or drug related crime. First-time offenders will be the most probable criminal justice clients because it has been determined that criminal justice clients that do experience rehab in place of other penalties have much lower recidivism rates than people who find themselves ordered to time in jail or similar consequences. In the long run, it saves a legal court system both time and expense when criminal justice clients receive effective treatment.
