Criminal justice clients are those who are in any sort of drug and alcohol rehab program on account of alcohol or drug related offense. This can occur for instance if a person is found guilty of driving under the influence or DWI, or any other type of drug related crime that has led the judge to believe that the individual has any sort of drug abuse issue.
