Criminal justice clients are those who are in any sort of drug rehabilitation center due to alcohol or drug related criminal offense. This will occur for example when someone is found guilty of drunk driving or DWI, and for any other type of drug related crime which has led the judge to think that the individual has any sort of drug abuse issue.
