Criminal justice clients are those who are in any kind of alcohol and drug rehab facility because of alcohol or drug related crime. This will occur for example if someone else is found guilty of drunk driving or DWI, or any other type of drug related offense which has led a legal court to think that the individual has any type of drug or alcohol use issue. On many occasions, other penalties and consequences could be completely eliminated or lessened in the event the individual does well in rehabilitation and finishes the alcohol and drug treatment facility that has been ordered for them. First time offenders are the most likely criminal justice clients because it has been determined that criminal justice clients who experience rehab in place of other penalties have much lower recidivism rates than people who find themselves ordered to prison time or receive other penalties.
